1. Position Summary
The HR Manager is responsible for driving HR Business Partnering, Talent Acquisition, and Learning & Organizational Development (L&OD) to support business growth. This role partners closely with business leaders to build people capability, enhance organizational effectiveness, and ensure strong talent pipelines.
2. Key Responsibilities
A. HR Business Partner (HRBP)
• Align HR initiatives with business strategy
• Advise leaders on:
o Organization structure & workforce planning
o Performance management & KPI alignment
o Employee relations & engagement
• Monitor HR metrics and propose actionable improvements
• Manage team operation to ensure compliance with labor law and internal HR policies
• Document approved manpower plan and issue to related stakeholders

B. Talent Acquisition (TA)
• Develop effective sourcing strategies (direct sourcing, agencies, employer branding, fresh graduate program)
• Work with team to partner with hiring managers to:
o Define job requirements and competency frameworks
o Improve selection quality and speed
• Track and report recruitment KPIs (time-to-fill, quality of hire, cost, etc.)

C. Learning & Organizational Development (L&OD)
• Identify capability gaps and design development plans aligned with business needs
• Lead/coordinate leadership / soft skills / talent development program
• Drive succession planning processes
• Evaluate training effectiveness and ROI
• Collaborate with Divisions to propose organization structure
• Document approved organization structure changes, function & duties, department code and issue to related stakeholders

D. Organizational Culture
• Lead culture transformation initiatives: communication, training, event, contest…
• Evaluate the progress and report

E. Team & Stakeholder Management
• Works closely with: BOD, Division Heads, Regional/Branch Heads
• Collaborate with HR COE teams and other departments
• Coach people managers on people-related topics
• Manage external vendors (recruitment agencies, training providers)
• Manage team performance and develop team capabilities

F. Others
• Lead the HR annual planning process and reporting: template guideline, data and content review, report consolidation
• Prepare adhoc / regular report required by the Group / Region / BOD
• Other tasks as assigned
Experience
• 8+ years in HR, with strong exposure in HRBP and People Development
• Background in multinational or large-scale organization is preferred
